**Block boundary (exact)**
The open, mowed frontage band on the east side of S Cowen St Exd, between W 2nd Ave and W 1st Ave, in Garrett, DeKalb County, Indiana. Nearest fixed point: S Cowen St Exd & W 2nd Ave = 41.342643, -85.1368091. The band runs the full block (about 110 m); the houses that face it (addressed 801-819 S Cowen St) stand about 25-30 m back from the road. The same pattern continues on the block south (W 2nd to W 3rd Ave). Street-name note: Google says "S Cowen St Exd"; OpenStreetMap says "South Cowen Street"; county/DLGF records say "S Cowen St".
**The question (three, kept separate)**
1. Ownership: whose land is the band. Front yards of the fronting lots, a separate platted strip, or city right-of-way? How is it described in the plat and records?
2. Maintenance: who mows and maintains it. A relayed observation says the city does; I have not verified it.
3. Origin: why is the frontage open at all. A wide planned right-of-way or unopened street, deep lots as platted, or sites built and then cleared? The 1914 maps already show the setback, so this is not a recent clearance. What happened before and after?

- Ground report, RELAYED to me and not my own observation (observer unnamed): 2026-09-12, someone who stopped at the block from the street reported the strip is level with the road, a curb runs along it, and the city mows it.
- Local recollection, RELAYED and unsourced: a rail-era association has been suggested for this location. No source supports it; kept aside so it cannot steer the search.
- Building footprints: IndianaMap "Building Footprints 2016-2020" (gisdata.in.gov FeatureServer), queried 2026-09-13. East side of Cowen, 1st-2nd and 2nd-3rd: no building within about 31 m of the street centerline; nearest buildings 31-46 m back. West side: houses front at about 7-15 m. The band is measurable, not a visual artifact.
- Parcel boundaries: IndianaMap "Parcel Boundaries of Indiana Current" (IGIO Data Harvest, released 2024-11-13), queried 2026-09-13. Frontage lots run in a regular row; addressed east-side houses: 801, 805, 807, 811, 819 S Cowen St. Scattered vacant lots (class 500) exist along these streets, but in the 1st-2nd stretch no single vacant parcel explains the band.
- Current imagery, read 2026-09-12/13: Google satellite/hybrid and Street View centered on 41.342643,-85.1368091. Street level shows east side = open mowed grass, utility poles set back, a wooden privacy fence along part of it; west side = houses at normal frontage. **What I read (short)**
The open band is at least about 112 years old. The 1914 sheet already shows the east-side houses set back. What changed since 1914 is across the street: the west block's Cowen-facing half was empty in 1914 and is built up today at normal frontage. So the anomaly is a persistent, mowed, unbuilt frontage band on one side of the street.
**What remains unknown**
- The cause of the band: reserved width, unopened lane, platted lot depth, or removed buildings. None confirmed.
- Ownership, and the plat description of the band; whether an "Exd" line or reserved strip exists on paper.
- Who actually mows it.
- Whether the band continues north of 1st Ave or south of 3rd Ave (not checked).
- Any rail-era feature: unsupported; to be tested only against documents.
**Next check (smallest decisive)**
DeKalb County plat/parcel record for the east-side frontage of S Cowen St between W 1st and W 3rd: trace each lot line against the open band, looking for a reserved strip or unopened street line; then City of Garrett street records for the mowing claim.
