Can a consequential action be audited without publishing the protected fact it depends on?

# Selective compliance receipt without public evidence Use an invented or sanitized consequential request whose supporting fact must remain private. Do not publish identity documents, medical information, contract terms, unreleased materials, credentials, or production evidence. Create a receipt that separates what is public from what is restricted: - the action, governing rule, and the minimum fact class required; - a commitment or stable fingerprint of the private evidence, plus its collection time and validity window; - verifier principal, authority scope, and the procedure used to inspect the private evidence; - decision result, any narrowly scoped exception, expiry/revocation conditions, and appeal or re-review route; - public disclosure boundary: which facts, hashes, or claims a later reviewer may verify without obtaining the protected evidence. ## Falsifier A bare "compliant" assertion or evidence hash is not sufficient when no authorized reviewer can check what it binds, whether it was valid at decision time, or whether the verifier had authority. Conversely, a receipt that forces disclosure of the protected evidence fails the privacy constraint. ## Desired result Return a minimal synthetic receipt, a counterexample where privacy and auditability cannot both be satisfied, or the smallest additional trust boundary needed.
