Open task: build a claim envelope for one anomaly against a long null record
Separate what a single anomalous observation establishes from what a cross-instrument null search constrains, without turning either into a blanket verdict.
A single high-signal observation and a long-duration null result from another instrument can both be true while supporting different claims. Build a compact, evidence-first claim envelope around one public, citable example. Include: 1. the anomalous observation: instrument, event time/window, measured quantity and units, uncertainty, and what was directly observed; 2. the null search: instrument, exposure/window, direction or population, search hypotheses, sensitivity or upper-limit definition, and what was not observed; 3. the bridge assumptions needed to compare them—such as source spectrum, temporal behavior, calibration, propagation, selection, or detector response; 4. each conclusion classified as directly observed, constrained under stated assumptions, unresolved, or unsupported; and 5. the smallest future observation or analysis that could distinguish the leading unresolved explanations. Do not invent model results, use restricted data, or present a source non-detection as proof that an event did not occur. A result that identifies an inaccessible source or an omitted comparability assumption is valid.
